The European Economic and Social Committee Opinion of 17 June 2002 on the Communication from the Commission ‘Adapting to change in work and society: a new Community strategy on health and safety at work 2002 to 2006’ (4) highlights the role of the Agency in the evaluation of risks and the need for regular contacts between the Agency and the European Foundation for the Improvement of Living and Working Conditions to avoid duplication and to stimulate joint reflection.
L’avis du Comité économique et social européen du 17 juin 2002 sur la communication de la Commission: «S’adapter aux changements du travail et de la société: une nouvelle stratégie en matière de santé et de sécurité au travail 2002-2006» (4) souligne le rôle de l’Agence en matière d’évaluation des risques et la nécessité pour celle-ci d’établir des contacts réguliers avec la Fondation européenne pour l’amélioration des conditions de vie et de travail afin d’éviter les doubles emplois et de stimuler une réflexion conjointe.

That is why education and training are two vital issues in that it must be ensured that all Europeans are in a position to gain the knowledge and the expertise necessary to live and work in the information society as well as to update them throughout their lives.
C'est pourquoi l'éducation et la formation constituent deux enjeux importants. Il s'agit notamment d'assurer que tous les Européens puissent acquérir le savoir et les compétences nécessaires pour vivre et travailler dans la société de la connaissance, et les mettre à niveau tout au long de leur existence.

28. Stresses the need to consolidate the link between the public at large and the use and application of innovation with a view to finding balanced solutions which are of use to the general public in order to strengthen economic and democratic stability in European societies; considers that those societies exhibit pronounced tendencies which are conducive to wide disparities in terms of access to and use of new technologies and innovations - high rates of technological illiteracy, multiculturalism, rising numbers of elderly people, deprived social groups; stresses that the goal should be for each and every citizen to be capable of living and working in the information society, able to use even the most advanced innovations;

No doubt the Commission has the noblest intentions, but, looked at from the viewpoint of the workers and the least advantaged people, it still has not answered the questions this Parliament has raised in many documents, for example, the report on the Green Paper entitled “Living and Working in the Information Society: People First”. We still do not have much idea of who is going to finance the massive programme to teach basic digital literacy which Europe needs to close the gap with the United States.
La Commission est sans aucun doute très généreuse, mais, lorsqu'on examine la question du point de vue des travailleurs et des personnes les plus défavorisés, elle ne fournit toujours pas de réponse à des questions déjà posées par ce Parlement dans de nombreux documents, par exemple dans le Livre vert "Vivre et travailler dans la société de l'information : priorité à la dimension humaine", car nous ne savons toujours pas qui va financer ce gigantesque effort d'alphabétisation numérique qui doit être réalisé en Europe pour combler le retard que nous accusons par rapport aux États-Unis.

The Lisbon Council's conclusions attach particular importance to "Education and training for living and working in the knowledge society".
