In that case, before finishing, I would like to point out that we noticed a stabilization, for the first time, of the proportion of the anglophone population in Quebec, between 2001 and 2006. For a very long time, in fact for over one hundred years, the proportion had been declining.

The time has therefore come to take that decision and I am not expecting the Commission, Mr President, to tell us today ‘Yes, it will be difficult, we must not continue these debates on eurobonds; it’s a good idea but this is not the time, because we have the crisis fund, which we are going to make permanent now’. The one has nothing to do with the other. The crisis fund is necessary now to counter attacks against the euro, but eurobonds are also necessary for the medium- and long-term stability of the euro. There is no contradiction between the two. Both are necessary, as is the case throughout the world.
Le moment est donc venu de prendre cette décision et j’attends de la Commission, Monsieur le Président, non pas qu’elle nous dise aujourd’hui: «Oui, ce sera difficile, il ne faut pas continuer ces discussions sur les euro-obligations; c’est une bonne idée mais ce n’est pas encore le moment puisqu’on a le fonds de crise, qu’on va rendre permanent maintenant». For a long time we have been arguing that Europe has an ethical and political responsibility to make a decisive contribution to development in Africa, but in recent times it should be clear to everybody that that development has also become absolutely essential in order to maintain both stability on the international scene and stability and prosperity in Europe.
Il y a longtemps que nous défendons l’idée selon laquelle l’Europe détient une responsabilité éthique et politique dans l’apport d’une contribution déterminante au développement en Afrique, mais ces derniers temps, il devrait apparaître clairement à tout le monde que ce développement est également devenu absolument essentiel pour maintenir à la fois la stabilité sur la scène internationale et la stabilité et la prospérité en Europe.

I wonder if the member could tell us how he sees the pressure now from Ontario, and perhaps some other provinces, to change the whole funding arrangement where it seems for the first time in a long time that we have some fairly lengthy stabilization where the provinces can more or less bank on what is coming down the line.
