Through the establishment of a joint venture, these three companies agreed to collaborate in the development, design, manufacture
and sale of active matrix liquid crystal displays. In a press release announcing his decision (see annex 6), it is stated that although the agreement does restrict competition, "since this investment represents a strategic element for the Community in the context of world-wide competition, the Commission has ascertained that the conditions for the granting of an individual exemption to FPD (the joint venture) are fulfilled in the present case, and consequently has closed the case by means of a comfort letter s
