New approaches to negotiations in the recent past have led to agreements on processes being reached with the land-based Métis Settlements General Council in Alberta and with the urban-based Aboriginal Council of Winnipeg.

Officials of the Department of Justice have been consulting with aboriginal people on a national, regional and local basis for the past two years, and since February of this year we have met again with a number of aboriginal organizations concerning the implementation of the firearms legislation, for example, the James Bay Cree, the Council of Yukon First Nations, the Makivik regional government, the Confederacy of Treaty No. 6; the Métis Settlements General Council; the Assembly of First Nations, the Inuit Tapirisat of Canada and the Mohawks.

Reiterates its strong support for the reunification of Cyprus, on the basis of a fair and viable settlement for both communities, and welcomes, in this regard, the joint declaration by the leaders of the two communities on relaunching the talks on the reunification of Cyprus and the commitment by both sides to a settlement based on a bi‑communal, bi-zonal federation with political equality, and that the united Cyprus, as a member of the UN and the EU, will have a single international legal personality, single sovereignty and single united-Cyprus citizenship; commends the commitment by both sides to creating a positive atmosphere in order to ensure that the talks succeed, and to confidence-building measures to support the negotiation process; asks Turkey to actively support these negotiations aimed at a fair, comprehensive and viable settlement under the auspices of the UN Secretary-General and in accordance with the relevant UN Security Council resolutions; calls on Turkey to begin withdrawing its forces from Cyprus and to transfer the sealed-off area of Famagusta to the UN in accordance with UNSC Resolution 550 (1984); calls on the Republic of Cyprus to open the port of Famagusta, under EU customs supervision, in order to promote a positive climate conducive to the successful resolution of the ongoing reunification negotiations, and to allow Turkish Cypriots to trade directly in a legal manner that is acceptable to all; takes note of the proposals by the Cypriot Government to address the abovementioned issues;

Reiterates its unconditional support for the territorial integrity and inviolability of the internationally recognised borders of Georgia, and supports the continuous efforts made by the Georgian authorities to achieve a settlement of its internal conflicts in Abkhazia and South Ossetia; regrets, however, the continuing aggressive rhetoric employed by the parties in respect of the disputes and supports the appeal by the United Nations Secretary-General, Mr Ban Ki-moon, for a redoubling of efforts to avoid action that could lead to a renewal of hostilities in Abkhazia; encourages the parties to make full use of dialogue and negotiation formats in order to achieve a final settlement of the conflict in South Ossetia; calls upon the de facto authorities to provide secure conditions for the return of internally displaced persons (IDPs) and to respect the inalienability of property rights in the conflict zones in accordance with the above-mentioned UN Security Council 1781 (2007); underscores that finding satisfactory solutions to the fundamental human rights issues, such as the return of IDPs and their property and the proper investigation by all sides of war crimes and cases of missing persons, will play a key role in the achievement of any lasting settlement; calls on all parties to return to the negotiating table; welcomes the first high-level meeting between the Georgian and Abkhaz officials, which took place recently after a long pause;

The five council members of each local settlement council comprise the Metis Settlements General Council, which has jurisdiction over matters of concern to all eight settlements.

There are currently seven Metis organizations from Ontario to British Columbia that receive a total of approximately $263 million over five years through ASETS: the Métis Nation of Ontario, the Manitoba Métis Federation, the Gabriel Dumont Institute of Native Studies, the Rupertsland Institute Métis Centre of Excellence; the Métis Settlements General Council, NWT Métis Nation; and the Métis Nation of British Columbia.
