Liberating the capacity for innovation in Europe requires setting a minimum spending threshold, in terms of research and development, in each Member State. This would ensure an equitable division of efforts and prevent the development of a two-speed Europe, which would disrupt the cohesion and governance of the EU.
Libérer la capacité d’innovation en Europe appelle à établir un seuil de dépenses minimum en termes de RD dans chaque État, qui garantirait un partage équitable de l’effort et empêcherait le développement d’une Europe à deux vitesses qui perturberait la cohésion et la gouvernance de l’UE.
