In this particular instance, the Chair used the current British practice on “complicated questions” to divide a motion on the establishment of a distinctive Canadian flag, when it became evident both that no clear precedent existed in Canadian annals for dividing a complicated question and that the ancient British procedure had been superseded by a more current practice in the British House.
