H. whereas the rule of law in the negotiation process – including, in particular, the separation of powers, the fight against corruption and organised crime, freedom of assembly and peaceful protest, freedom of expression and the media, the rights of women, freedom of religion, the rights of persons belonging to (national) minorities, and tackling discrimination against vulnerable groups such as the Roma and lesbian, gay, bisexual, transgender and intersex (LGBTI) persons – is of central importance;
H. considérant que l'état de droit dans le processus de négociation, en particulier la séparation des pouvoirs, la lutte contre la corruption et la criminalité organisée, la liberté d'association et le droit de manifester pacifiquement, la liberté d'expression et des médias, les droits de la femme, la liberté de religion, les droits des personnes appartenant à des minorités (nationales) et la lutte contre les discriminations à l'encontre des groupes vulnérables, tels que les Roms, les lesbiennes, gays, bisexuels, transgenres et intersexués (LGBTI), revêt une importance capitale;

J. whereas the Verkhovna Rada is examining Bill 8711, a liberticidal piece of legislation that will limit freedom of expression and assembly for those who support the human rights of lesbian, gay, bisexual and transgender people; whereas the United Nations Human Rights Committee recently ruled that this breaches Articles 19 and 26 of the International Covenant on Civil and Political Rights;
J. considérant que la Verkhovna Rada examine actuellement le projet de loi n° 8711, texte liberticide destiné à limiter la liberté d'expression et de réunion de celles et ceux qui défendent les droits humains des personnes lesbiennes, gays, bisexuelles et transgenres; considérant que le comité des droits de l'homme des Nations unies a récemment jugé qu'il violait les articles 19 et 26 du pacte international relatif aux droits civils et politiques;

16. Calls on the Council, the Commission, the Member States and national governing sports bodies to commit to tackling homophobia and transphobia and to implement legislation and anti- discrimination policies especially for lesbian, bi-sexual, gay and transgender athletes properly;
