I was in Nova Scotia last week for the national conference of Psychosocial Rehabilitation Canada, which represents eight provinces.

Points out that cultural and creative infrastructures and facilities play an important role in the development of the physical environment of towns and cities, in creating an attractive environment for investment, and, in particular, the rehabilitation and revitalisation of old industrial districts, and that cultural heritage confers value added and adds individuality in the development and renewal of rural areas, especially through its contribution to rural tourism and to preventing the depopulation of these areas; also considers it to be a highly significant factor in the context of strategies for the rehabilitation of old industrial districts, as well as in policies to define the new sectoral spheres of tourism which are appearing and in the redefinition of traditional tourism; believes therefore that the establishment of cultural and creative industries and the development of those which already exist must be supported by means of national, regional and local development strategies, in a partnership between public authorities representing different policy areas, SMEs and relevant civil society representatives;
2. fait observer que les infrastructures et les équipements culturels et créatifs jouent un rôle important dans le développement de l'environnement physique des villes en créant un environnement propice aux investissements et, notamment, la réhabilitation et la revitalisation des vieux districts industriels, et que le patrimoine culturel donne une valeur ajoutée et une individualité accrue au développement et la rénovation des zones rurales, notamment par la contribution qu'il apporte au tourisme rural, ainsi qu'à la prévention du dépeuplement de ces zones; y voit aussi un facteur très important dans le contexte des stratégies de réhabilitation d'anciens districts industriels, ainsi que dans celui des politiques visant à définir les nouvelles sphères sectorielles de tourisme qui se font jour et dans la redéfinition du tourisme traditionnel; estime dès lors que l'implantation d'activités culturelles et créatives et le développement de celles qui existent déjà doivent être épaulés par des stratégies de développement nationales, régionales et locales, dans le cadre d'un partenariat entre les pouvoirs publics représentant différents secteurs de politique, les PME et les représentants concernés de la société civile;

There are also recommendations for creating national schemes for providing psychological rehabilitation to both sex offenders and the victims of sexual abuse.

22. Renews its request for the competent national authorities to monitor the actual justification for the continued detention of prisoners whose behaviour in prison and civil and social activity subsequent to the offences ascribed to them show that the aim of detention as an instrument of rehabilitation and positive social reintegration has been met; recalls, in this connection, the Italian case of Adriano Sofri, as acknowledged by the highest authorities of the state, an absolute majority of parliamentarians, the most authoritative press agencies across the political spectrum and authoritative bodies and figures at European level; calls on the President of Italy to use the powers conferred on him by the Constitution in this respect, as also called for by many legal experts;
22. renouvelle la demande d'un contrôle par les autorités nationales compétentes de la légitimité effective de la prolongation de la détention des détenus dont le comportement en détention et dont l'activité civile et sociale, après l'accomplissement des délits qui leur sont reprochés, font la preuve que la détention remplit la fonction d'instrument d'amendement et de réintégration sociale positive; rappelle à cet égard le cas en Italie d'Adriano Sofri, tel qu'il a été et est reconnu par les plus hautes autorités de l'État, par la majorité absolue des députés et par les organes de presse les plus autorisés et de tendance opposée, ainsi que par des cercles et des personnalités de renom au niveau européen; demande au Président de la République italienne de recourir aux pouvoirs que la Constitution lui confère à cet égard, comme affirmé également par de nombreux juristes;

Even if the Member States' legislation seeks to avoid overt discrimination, the fact is that in practice the national courts do not pass suspended sentences combined with rehabilitation measures where convicted offenders have their habitual residence in another Member State.
Même si la législation des États membres tente d'éviter des discriminations ouvertes, il y a lieu de constater que les tribunaux nationaux, dans la pratique, ne prononcent pas de jugements suspendus combinés avec des mesures de rééducation vis-à-vis de personnes ayant leur résidence habituelle dans un autre État membre que celui du jugement.

In late March the correctional service sponsored a national conference on sex offender treatment in Toronto. More than 400 experts and practitioners from across Canada, as well as the United States, Belgium, New Zealand and Norway, met to share knowledge and expertise in this important area.
