To facilitate financing of energy efficiency on the one hand and improve the way price signals impact on energy efficiency on the other, the Commission will identify and seek to remove remaining legal barriers in national legislation to the use of (i) companies supplying efficiency solutions[35] (the so-called "Energy Service Companies" or "ESCO’s"), (ii) shared and guaranteed savings, (iii) third-party financing and (iv) performance contracting.

Notes that access to capital and the cost of capital, especially for SMEs and even heavy industry sectors, are often a barrier to investment in capital-intensive cleaner technologies and energy efficiency; asks the Commission, therefore, to study the possibility of creating a fund to promote the development of innovative sustainable technologies and support initiatives to improve the efficiency of energy-intensive industries, which could bring together existing and new funding streams and help in leveraging investment, and be financed, inter alia ,by a share of the ETS revenues or by the Structural Funds or the Cohesion Fund; invites the Commission to develop innovative financing instruments, to give an increased role to the EIB and national public financing institutions and to attract financing from pension funds and insurance companies;
140. relève que l'accès aux capitaux et le coût des capitaux, notamment pour les PME, voire pour l'industrie lourde, constituent souvent un obstacle aux investissements dans des technologies plus propres à haute intensité de capital ou dans l'efficacité énergétique; demande par conséquent à la Commission d'étudier la possibilité de créer un fonds destiné à encourager le développement de technologies durables innovantes et d'initiatives d'appui afin d'améliorer l'efficacité des industries à forte consommation d'énergie, lequel fonds pourrait réunir les sources de financement existantes et à venir et mobiliser les investissements, et être financé, notamment, par une partie des recettes du SCEQE ou par les fonds structurels ou le Fonds de cohésion; invite la Commission à élaborer des instruments de financement innovants, à accorder un rôle accru à la BEI et aux organismes publics de financement à l'échelle nationale ainsi qu'à mobiliser le financement des fonds de pension et des compagnies d'assurance;

41. Expresses concern at the lack of transparency in media ownership in Europe, and consequently calls on the Commission and the Member States to ensure transparency in media ownership and management and to take initiatives in this field, notably by requiring broadcast, print and similar media to submit to national media authorities, company registers and the public sufficiently accurate and up-to-date ownership information so as to allow identification of the beneficiary and ultimate owners and co-owners of media outlets, their CVs and their financing, for instance by further developing the Mavise database into a Single European Register in order to identify excessive media concentration, prevent media organisations from hiding special interests, and allow citizens to check what the interests behind their media are; calls on the Commission and the Member States to scrutinise and monitor whether public funds destined by Member States to the public service media are used transparently and in strict accordance with Protocol 29 to the Treaties; believes that transparency of ownership is an essential component of media pluralism; calls on the Commission to monitor and support progress to promote greater exchange of information on media ownership;
41. exprime son inquiétude quant au manque de transparence de la propriété des médias en Europe et demande par conséquent à la Commission et aux États membres de prendre des initiatives visant à garantir la transparence de la propriété et de la gestion des médias, notamment en imposant aux médias audiovisuels, à la presse écrite et aux autres médias similaires de communiquer aux autorités nationales chargées des médias, aux registres des sociétés et au public des informations suffisamment précises et à jour concernant la propriété pour permettre l'identification des bénéficiaires, des propriétaires ultimes et des copropriétaires des organes de médias, leur CV et leurs moyens de financement, par exemple en élaborant davantage la base de données Mavise pour la transformer en un registre européen unique des médias, afin de recenser les concentrations excessives dans les médias, d'empêcher les organisations médiatiques de dissimuler des intérêts spéciaux et de permettre aux citoyens de déterminer les intérêts qui se cachent derrière leurs médias; invite la Commission et les États membres à examiner et surveiller si les fonds que les États membres consacrent aux médias de service public sont utilisés de façon transparente et dans le respect absolu du protocole 29 des traités; est convaincu que la transparence de la propriété est un élément essentiel du pluralisme dans les médias; invite la Commission à observer et à soutenir les progrès visant à encourager un meilleur échange d'informations concernant la propriété des médias;
