(51) In order to ensure uniform conditions for the implementation of this Directive, implementing powers should be conferred on the Commission relating to: the content of the file which shall accompany the request of non-application of one or more TSIs or parts of them, the details, the format and the transmission modalities of that file; the scope and the content of the EC declaration of conformity and suitability for use of interoperability constituents, its format and the details of the information included in it ; the classification of the notified national rules in different groups with the aim of facilitating the compatibility checks between fixed and mobile equipment; the verification procedures for subsystems, including the general principles, the content, procedure and documents related to the ‘EC’ verification procedure, and to the verification procedure in the case of national rules; the templates for the ’EC’ declaration of verification and for the declaration of verification in the case of national rules and templates for documents of the technical file that has to accompany the declaration of verification; the common specifications relating to content, data format, functional and technical architecture, operating mode and rules for data input and consultation for the register of infrastructure.
(51) Afin d'assurer des conditions uniformes d'exécution de la présente directive, il convient de conférer des compétences d'exécution à la Commission en ce qui concerne: le contenu du dossier qui accompagne la demande de non-application d'une ou plusieurs STI ou de parties de celles-ci, les détails, le format et les modalités de transmission dudit dossier; le champ d'application et le contenu de la déclaration CE de conformité et d'aptitude à l'emploi des constituants d'interopérabilité, son format et les informations détaillées qu'elle doit contenir ; la classification des règles nationales notifiées en différents groupes afin de faciliter la vérification de la compatibilité entre les équipements fixes et mobiles; les procédures de vérification des sous-systèmes, incluant les principes généraux, le contenu, la procédure et les documents relatifs à la procédure «CE» de vérification et à la procédure de vérification en cas de règles nationales; les modèles pour la déclaration «CE» de vérification et pour la déclaration de vérification en cas de règles nationales, et les modèles pour les documents du dossier technique qui doit accompagner la déclaration de vérification; les spécifications communes relatives au contenu, au format des données, à l'architecture fonctionnelle et technique, au mode opératoire et aux règles de saisie et de consultation des données du registre de l'infrastructure.

3. This information shall be provided to the transmission system operator in the same format as defined under the applicable national rules and shall be consistent with the format used by the transmission system operator to provide the information to the network users.

(15) The Commission should be empowered to adopt delegated acts in accordance with Article 290 of the Treaty on the Functioning of the European Union in respect of the governance, management, operation, representation and funding of the electronic network, the conditions for countries outside the European Economic Area to participate in the electronic network, the minimum security standards, the use of a unique identifier, the languages used by the electronic network, the method of transmitting information between the registers ensuring cross-border access to information, the interoperability of the information and communication technologies used by the members of the electronic network, the definition of standards on format, substance and limits for storing and retrieving the documents and particulars that enables automated data exchange, the consequences of non-compliance, the method of identifying the link between a company and its foreign branch, the method of and the technical standards for the transmission of information between the register of the company and the register of the branch, the technical standards for the transmission of information between the registers and the standard forms of notification of the cross-border merger to be used by the registers.
