As a result, Implementing Decision 2013/463/EU should be updated in the areas of financial sector reform, fiscal policy and structural reforms, in particular with regard to (i) the design of a communication strategy by a joint Central Bank of Cyprus (CBC) and Ministry of Finance task force on the roadmap for the relaxation of the capital controls and on the implementation of the banking sector strategy; (ii) the timely reporting of banks’ estimates of the potential impact of the newly introduced and upcoming Union rules on capital requirements and non-performing loans (NPLs) on capital, profitability and coverage ratio; (iii) the establishment of a task force to assess the magnitude of registered but untitled land sales contracts, and to provide recommendations on this issue; (iv) the reform of corporate and personal insolvency procedures; (v) the review of the Civil Procedure Code and Court Rules to ensure a smooth and effective functioning of the revised foreclosure and insolvency frameworks; (vi) a revision of the primary deficit target for 2014 to 1,8 % of GDP; (vii) the implementation of a first stage of the National Health System (NHS), having first defined and adopted a full roadmap to NHS; (viii) the revision of policies on pricing and reimbursement of medical goods and services, including those related to pharmaceutical expenditure; (ix) the establishment of a Privatisation Unit; (x) the presentation of an action plan for addressing the shortcoming identified in Phase 2 of the peer review by the Organisation for Economic Cooperation and Development (OECD) Global Forum on Transparency and Exchange of Information for Tax Purposes; (xi) the development of a growth strategy based on Cyprus’ competitive advantages to help the Cypriot authorities to kick-starting the economy.

Mr. Speaker, pursuant to Standing Order 34(1) I have the honour to present to the House, in both official languages, the following reports of the Canadian delegation of the Canada-United States Interparliamentary Group respecting its participation in the following two meetings: First, the 51st annual meeting of the Regional Policy Forum of the Eastern Regional Conference that was held in Halifax, Nova Scotia, August 7 to 10, 2011; and second, the 66th annual meeting of the Midwestern Legislative Conference of the Council of State Governments that was held in Indianapolis, Indiana, United States, July 17 to 20, 2011.

(Return tabled) Question No. 113 Mr. Jack Harris: With regard to search and rescue (SAR) operations: (a) how many SAR operation reports have been produced since 1980 by the Joint Rescue Coordination Centre in Halifax in accordance with chapter nine of the National Search and Rescue Manual; (b) since 1980, what incidents warranted a SAR operation report; (c) what have been the lessons learned, conclusions and recommendations from each report and what recommendations were adopted from each report; (d) what have been the details of the SAR operation from each report, including a summary of significant decisions and timelines; (e) what is the criteria for warranting a SAR operation report; (f) what are the other methods of documenting SAR operations in the Atlantic region that have been used since 1980; and (g) what are the names of the comprehensive studies conducted by the Canadian Forces in 2003 and 2005 on the location of search and rescue assets, as referred to by the Parliamentary Secretary for the Minister of Defence on October 21, 2009, during Adjournment Proceedings in the House of Commons?

16. Calls for additional finance for the setting-up in each Member State of national forums for the euro, under the responsibility of the Minister of Finance and in close co-operation with the national central banks, a system which has proved its usefulness on previous occasions; considers that the EU should support "twinning" projects whereby the old Member States may help the dissemination of good practices and transfer of expertise, at the level of Ministries of Finance and in the central banks; calls on the Commission to draw up specific reports based on best practices and to encourage national, regional and local authorities to establish local reporting centres where anyone can report any abuse, such as unwarranted price increases;

This is reflected in the overwhelming response to the Cohesion Forum in Brussels in May 2001, attended by 1800 delegates, and in the numerous written submissions received from national and regional authorities and from other interest groups that are summarised in this report, not to mention numerous independently-organised conferences and seminars on this subject.
