Belgium has notified the Commission that the source of national pre-financing or co-funding are the Flemish Service for Employment and Vocational Training (VDAB), the National Employment Service (RVA), the Provincial Government of Limburg, the City of Genk, the Employment and Training Fund for the Limburg Metalworking Industry (FTML), the Limburg Institute for the Training of Employees in the Metalworking Industry (LIMOB), the Training centre Syntra and Ford.

Without prejudice to paragraphs 1 to 8 of this Article and subject to the entry into force of the measures adopted pursuant to Article 4(6), if a manufacturer so requests, the national authorities shall not, on grounds relating to pedestrian protection, refuse to grant EC type-approval or national type-approval for a new type of vehicle or prohibit the registration, sale or entry into service of a new vehicle, where the vehicle concerned complies with the technical provisions set out in Sections 3 or 4 of Annex I.

· Slow implementation of TENT-T priority projects: Only three out of 14 priority projects decided on in 1994 and 1996 have been completed so far, while an additional five priority projects, and major parts of three others, are expected to be finalised by the 2010 deadline; in particular, cross-border sections of TEN-T projects are facing delays as these sections receive less priority at national level and require greater coordination efforts by the Member States concerned; delays are mainly due to insufficient financing at European and Member State level and to a lack of coordination between the different sources of EU, national or regional public funds;
