Recalls that the digital world and ICTs are engines of innovation and therefore access to high speed broadband is an essential pre-condition, also for all European Innovation Partnerships (EIPs), as it enhances cooperation and participation by the citizens; in this regard, calls on the Commission and the Member States to step up their implementation of high-speed internet as well as the promotion of e-initiatives ensuring the rapid execution of the EU's Digital Agenda;
