The Commission has set up a High Level Group on Competitiveness, Energy and the Environment, comprising the four relevant commissioners, four ministers representing the Council and a number of representatives of interest groups working in the fields of industry, energy and the environment.

Above all, a great task for the EU in the future will be to step up its internal and external actions to combat the greenhouse effect and, therefore, global warming. Maintaining the current level of CO2 emissions would, for example, have irreversible effects upon the climate, and we are asking the EU to pursue implementation of the Kyoto Protocol carefully with a view to better integrating policies on energy and the environment.
