The maximum average per-minute charge at wholesale level so specified should take account of the different elements involved in the making of a Union-wide roaming call, in particular the cost of originating and terminating calls over mobile networks and including overheads, signalling and transit.
Le prix de gros moyen maximal par minute ainsi spécifié devrait tenir compte des différents éléments qu’implique un appel en itinérance dans l’Union, notamment le coût de départ et de terminaison d’appel sur les réseaux mobiles et devrait comprendre les frais généraux, de signalisation et de transit.

Calls therefore for European transport policy – particularly TEN-T policy – to be better taken into account when allocating cohesion policy funding, as this would lead to these funds being used in a manner that is more efficient and more in keeping with the EU climate change and sustainable development targets, as well as to more effective implementation of the TEN-T network; calls on the Commission, in connection with cohesion policy, to consider in the future the possibility of adopting distribution and conditionality criteria which take better account of the European interest of transport networks;

Calls on the Commission to take into account the role that cohesion policy plays in developing transport infrastructure by prioritising networks and not merely stand-alone projects; takes the view that networks should be based on a socio-economic analysis which takes into account demand and traffic flow as well as social and territorial aspects; considers that use of Intelligent Transport Systems contributes to the development of transport infrastructures in terms of safety, sustainability and efficiency; asks that transport projects co-financed from the Structural Funds and Cohesion Fund be oriented towards pursuing the goal of balanced development and achieving greater territorial cohesion and calls for a better coordination between Community Funds and national funds;
3. invite la Commission à tenir compte du rôle que la politique de cohésion joue dans le développement des infrastructures de transport en préférant les réseaux aux projets indépendants; estime que les réseaux doivent reposer sur une analyse socioéconomique prenant en compte la demande et la densité de circulation, mais aussi les aspects sociaux et territoriaux; estime que l'utilisation de systèmes de transport intelligents contribue au développement d'infrastructures de transport en termes de sécurité, de durabilité et d'efficience; souhaite que les projets de transport cofinancés par les Fonds structurels et de cohésion servent à atteindre l'objectif d'un développement équilibré ainsi qu'une plus grande cohésion territoriale et demande une meilleure coordination entre les fonds communautaires et nationaux;

Calls on the Commission to take into account during the current TEN-T review the recommendations for the EU's maritime transport policy until 2018, notably those concerning efficient integration of the ‘motorways of the sea’ and inland waterway transport, as well as the network of ports of European interest as integrating nodes;

Notes with concern that transposition of the crucial notions of "public-interest entity" (PIE) and "network" is leading to differing interpretations among Member States; stresses in this connection that for an undertaking identified as a PIE, and also for the accountant auditing that undertaking, the Directive introduces various far-reaching obligations; notes further that the Directive also introduces various additional obligations for audit firms covered by the definition of "network"; observes that further consideration is needed with regard to the impact of the definition of "network" and the lack of legal clarity regarding the liability of firms for the actions of other firms that belong to the same network; fears in general that a patchwork of definitions will lead to legal uncertainty and high costs of compliance and will thus, ultimately, adversely affect attainment of the Directive's objective; therefore calls on the Commission to undertake a comprehensive review of the implementation of the definitions and the discernible effects of their introduction, and to seek clarity regarding the long-term policy priorities for the EU in this area and the way in which these may best be achieved, in consultation with the Member States;

This is so because the use of revenues, rather than for example call minutes, takes account of the fact that call minutes can have different values (i.e. local, long distance and international) and provides a measure of market presence that reflects both the number of customers and network coverage(83).
