IN-CONTEXT TRANSLATIONS

As part of this commitment, Canada is a member of the DAC Poverty Reduction Network, and is currently supporting a scoping study on practices and lessons learned among donor countries in this area.

2. Takes the view that, in the draft Special Measure for Iraq for 2007, the Commission exceeds the implementing powers laid down in the basic act by selecting as one of the areas of intervention ‘Feasibility Study for the Akkas Gas Field', the overall objective of which is 'to study the conditions for exploration of the Akkas Gas Field in western Iraq in view of linking its output to the Syrian gas pipeline network', and further 'to integrate this project if possible in the workings of the Euro-Arab Mashreq Gas Market Project'; points out that 'the study will take into consideration the future interest of the Mashreq neighbours and of the EU in integrating the output of the wells into the Euro-Mashreq gas market', and that 'this integration will open a large potential market for the Akkas fields' production and allow a first integration of the Iraq natural gas with the regional and European market', and therefore considers that this objective is not in compliance with Article 2(1) and (4) of Regulation (EC) No 1905/2006, in that the primary objective of the Special Measures is not the eradication of poverty and in that the stated objectives do not fulfil the criteria for ODA established by the OECD/DAC;
2. est d'avis que, dans son projet de décision établissant une mesure spécifique 2007 pour l'Irak, la Commission excède les compétences d'exécution prévues dans l'acte de base en sélectionnant comme domaine d'intervention l'"étude de faisabilité pour le champ de gaz naturel d'Akkas", dont l'objectif principal est "l'étude des conditions d'exploration du champ de gaz naturel d'Akkas dans l'ouest de l'Irak" dans le but de le relier au réseau syrien de gazoducs, pour, par la suite, intégrer, si possible, ce projet aux travaux du projet Euro-arabe de marché gazier du Machrek; souligne que l'étude tiendra compte de l'intérêt futur des pays voisins du Machrek et de l'Union européenne en intégrant la production des puits dans le marché du gaz Europe-Machrek, et que cette intégration permettra l'ouverture d'un vaste marché potentiel pour la production des champs de gaz d'Akkas et rendra possible une première intégration du gaz naturel irakien dans les marchés régional et européen; estime que cet objectif n'est pas conforme à l'article 2, paragraphe 1, ni à l'article 4 du règlement (CE) n° 1905/2006, en ce sens que l'objectif premier des mesures spécifiques ne consiste pas à éradiquer la pauvreté et que les objectifs déclarés ne satisfont pas aux critères de l'APD tels qu'établis par le DAC de l'OCDE;

Finally, there will be the European transnational networks initiative that will help authorities planning transport and energy infrastructure and make them take account of the telecom needs as well, because deploying DACs and DAC fibre alongside this infrastructure may reduce the future telecom costs by 80 %, so it will be very important to foresee the exploitation of synergies when making this kind of investment.
Enfin, l’initiative relative aux réseaux transnationaux européens sera lancée et aidera les autorités à mieux planifier l’infrastructure en matière de transport et d’énergie, tout en les incitant à prendre en considération les besoins en télécommunications, car le déploiement de CNAs (convertisseurs numérique/analogique) et de fibres de CNA parallèlement à cette infrastructure pourrait réduire de 80% les coûts futurs des télécommunications.

Last May’s evaluation by the OECD/DAC Evaluation Network on the basis of seven countries advises caution with regard to the assessment of budget support, stating that it is still too soon to carry out any real evaluation of this young instrument.
L’évaluation effectuée en mai dernier par le réseau d’évaluation OCDE/CAD sur un panel de 7 pays invite à la prudence quant à l’évaluation de l’aide budgétaire. Selon cette étude, il est encore trop tôt pour effectuer une véritable évaluation de cet instrument récent.

Considerable joint donor work on governance indicators is currently underway via the OECD/DAC's network on governance (GOVNET), where all major donors are represented.

The Commission is, as are most EU Member States, taking active part in the DAC Network on Poverty Reduction / Subgroup on Poverty and Health and contributed a sub-chapter on Monitoring and Evaluation to the Draft Guidelines on Poverty and Health drafted by the Subgroup.

The Commission is an active member of the Development Assistance Committee (DAC) Poverty Network and is co-chairing the Working Group on Policy Coherence.
