The Agency should contribute towards raising the awareness of individual users of electronic communications, infrastructure and services, including by assisting Member States, where they have chosen to use the public interest information platform provided for in Directive 2002/22/EC of the European Parliament and of the Council of 7 March 2002 on universal service and users’ rights relating to electronic communications networks and services (Universal Service Directive) , to produce relevant public interest information regarding network and information security, and also by assisting in the development of such information to be included with the supply of new devices intended for use on public communications networks.

The training activities and the helpdesk function should, in particular, assist staff operating in the organisations participating in the EURES network who are experts on providing job-matching, placement and recruitment activities, as well as information, guidance and assistance, to workers, employers and organisations interested in transnational and cross-border mobility issues and are in direct contact with those target groups for that purpose.

(36) The power to adopt delegated acts in accordance with Article 290 TFEU should be delegated to the Commission in order to ensure that the obligations imposed on the Member States for the authorisation of the organisations to join the EURES network as EURES Partners and to provide common indicators on the performance of those organisations can be amended in light of the experiences gained with their application or to take into account evolving needs on the labour market, as well as to make it possible to change the scope of assistance services for workers and assistance services for employers. It is necessary to put in place clear and coherent follow up procedures that state who the report will go to, how it will be processed and what support and assistance will be given to the child;

The Info Points Europe and Carrefour information networks will, of course, continue to benefit from the technical assistance that the Commission intends to step up within the framework of the enlarged EU, in particular in the form of: free supply of documentation and publications for the general public (around 1 500 000 copies a year – EUR 15), access to the relays and networks intranet, specialist assistance via a relays and networks help desk (at an annual cost of around EUR 1 500 000 – EUR 15), free staff training courses (800 person/days a year – EUR 15), events and networking, in particular regular coordination meetings, visits, exchange programmes for relay staff (over 1 000 person/days a year – EUR 15) and original information products tailored to their specific needs.

Action 4: technical assistance.Technical assistance will be designed to: make it easier to find partners and to consolidate partnerships for transnational cooperation (Action 1), collect, publish and disseminate experience and results, including annual development partnership reports (Action 2), support thematic networking, dissemination and setting up of mechanisms with a strong political impact (Action 3), and ensure cooperation in networking at European level and sharing of all relevant information with other Member States and the Commission.Technical assistance will also support monitoring, auditing and assessment of activities both within the Member States and at European level.Such assistance, which will account for a maximum of 8 % of the ESF's contribution to each Community initiative programme, will be provided by structures selected in a transparent process at national level.
