Mr. Speaker, I rise in the House today to welcome the nine international students who will study at the New Brunswick Community College campus in Miramichi, New Brunswick, this academic year.

The fact that communities in my province can be very far apart has led to innovation in education. The New Brunswick Community College and the Collège communautaire du Nouveau-Brunswick offer online courses to students enrolled in several of their programs, such as library science, office automation and medical secretary.

As was the case on previous occasions, the College-to-College meeting was attended by the AU New Partnership for Africa's Development (NEPAD) Planning and Coordination Agency (NPCA) and was open to the African Regional Economic Communities (RECs)[I], the United Nations Economic Commission for Africa (UNECA), the African Development Bank (AfDB), and the European Investment Bank (EIB).

Calls on all regions to consider investments into skills and training for these new jobs, taking into account the fact that a significant number of new local jobs can also be created in ICT services, the transport sector and sectors that supply smart equipment, infrastructure and services, for instance for new installations, but also to avoid any shortage of specialist labour and enable adaptation to the needs arising from the emergence of new professions in the respective fields; calls on the Member States and regions to support training initiatives both at the academic and the craftsmanship level in the field of renewable energy, such as environmental technical studies and the development of new apprenticeships, for example solateur; highlights that regions which successfully implement a smart energy system can attract further jobs to the region in the form of specialised training through the establishment of technical universities and colleges with expertise in the area; calls on regions to cooperate on smart specialisation and welcomes schemes where knowledge is shared between regions and across borders; draws attention to the initiatives which the EIT is pursuing in the InnoEnergy knowledge and information community (KIC) for the research and development of smart grids and the training of professionals in this sector; draws attention, also, to the new scope for establishing Regional Innovation Schemes;
17. invite toutes les régions à envisager d'investir dans les compétences et la formation relatives à ces nouveaux emplois, tout en tenant compte du fait qu'un nombre considérable de nouveaux emplois locaux peuvent également être créés dans les services des TIC, le secteur du transport et ceux qui approvisionnent les équipements, infrastructures et services intelligents, notamment ceux destinés aux nouvelles installations, mais aussi afin d'éviter une pénurie de main-d'œuvre spécialisée et de s'adapter aux demandes qui font suite à l'apparition de nouveaux métiers dans ces différents domaines; invite les États membres et les régions à soutenir des initiatives de formation tant au niveau universitaire qu'artisanal dans le domaine de l'énergie renouvelable, telles que des études techniques environnementales et le développement de nouvelles filières d'apprentissage, par exemple pour devenir solateur; souligne que les régions qui sont parvenues à mettre en place un système énergétique intelligent peuvent attirer d'autres emplois dans la région sous la forme de formations spécialisées, en créant des universités techniques et des collèges d'experts dans ce domaine; appelle les régions à coopérer dans le domaine de la spécialisation intelligente et salue les systèmes dans lesquels les connaissances sont partagées entre les régions et au-delà des frontières; attire l'attention sur les initiatives poursuivies par l'EIT dans le cadre de la communauté de la connaissance et de l'innovation (CCI) «InnoEnergy» pour la recherche et le développement appliqués aux réseaux intelligents et la formation de professionnels dans ce secteur; rappelle en outre les nouvelles possibilités d'élaboration de plans régionaux pour l'innovation;

Secondly, in my conversations and meetings with the new professor and President of University College Cork, I have learned that they are really getting engaged with the business community and vice versa.
Ensuite, lors de mes conversations et réunions avec le nouveau professeur et président de l’université de Cork, j’ai appris leur réel engagement auprès de la communauté des entreprises et inversement.

While taking into account the reasons given by the College, in particular that it was difficult for this new Community body to meet the principles of the Financial Regulation straight away and that control systems have since been put in place, it would seem normal that, by June 2008 at the latest, this body should fully comply with the provisions of the Financial Regulation.
Tout en prenant en compte les justifications émises par le Collège, notamment qu’il était difficile pour ce nouvel organe communautaire de respecter d’emblée les principes du règlement financier et que les systèmes de contrôle ont depuis lors été mis en place, il paraît normal à ce que, au plus tard en juin 2008, cet organisme respecte pleinement les dispositions du règlement financier.

In this context, in the month of March I shall be presenting to the College of Commissioners a communication on the new generation of programmes for the period from 2007 to 2013.

Of course, it criticises the lack of specific proposals in the Commission’s communication but I should note that the adoption of that communication came after the resignation of the college in March 1999 when the Commission, and I put this gently, was not best placed to elaborate new proposals.
