In view of the new powers transferred to the Community by the Treaty of Amsterdam, the issue of immigration, and in particular the fight against illegal immigration, has also been incorporated into all of the association and cooperation agreements signed since 1999, including with third countries in the Mediterranean basin, and into the partnership and cooperation agreements with the new independent states of central Europe, central Asia, the Balkans and the ACP countries. Initiatives have been taken with some countries and regions in the context of the programming of external aid which have contributed directly to ensuring that these new priorities in the management of migratory flows are put into practice.

In October 2012 a conference on “Best Practices in Management and Stewardship of Used Electronics” in Washington brought together the representatives of the U.S. Government and the European Commission as well as European and American companies and trade associations to explore new paths for transatlantic co-operation in the area of electronic waste management.

In a heterogeneous digital data landscape, where it is estimated that only 28% of research output is managed in digital repositories[26], a new strategy for the management of scientific information and associated policies needs to be developed, based on the path-finding activities of key research stakeholders (e.g. EMBL, ESA, ECMWF, CERN[27]) as well as academic institutions and libraries.

In 2012, the project RARECARENET (Information Network on Rare Cancers)[46], which built upon some of previous activities of the Project RARECARE (Surveillance of Rare Cancers in Europe)[47] which provided estimations for incidence, survival, prevalence and mortality for all rare cancers. The project aims (i) to provide updated indicators of rare cancer burden, (ii) to collect and disseminate information on the health care pathways for rare cancers, (iii) to identify the criteria for centres of expertise for rare cancers, (iv) to produce and disseminate information on diagnosis and management of rare cancers, (v) to develop a clinical database on very rare cancers, (vi) to provide new knowledge on these diseases and their clinical management, and (vii) to develop and disseminate information for patients including a list of patients’ associations dedicated to rare cancers. In 2013, the European Expert Paediatric Oncology Reference Network for Diagnostics and Treatment (ExPO-r-NeT), to support the provision of healthcare to children and young people with cancer in a Member State other than the Member State of affiliation, when the expertise with certain cancer conditions is rare and case volume low, contributing to provide cross-border best care to rare childhood cancer populations.

There were several changes in the implementation of the programme for these countries in 1998: the pre-CEC formula (preparatory measures) was discontinued, as planned; individual mobility projects were introduced for the Russian Federation; the possibility of playing the role of coordinator was extended to the Russian Federation, and a new type of compact project for drawing up study programmes was introduced (this type of project is usually reserved for university management, being intended for well defined short-term needs).
