Recalls the commitment of the EU, and third party members to the OECD - in the framework of the Doha Round negotiations to eliminate all export subsidies; and to decouple direct payments from production so as to create a level playing field between EU and developing countries' agricultural products and stimulate fair trade and sustainable growth; asks the Commission to implement these changes, whilst financing adequate transitional schemes, in order to avoid negative impacts in European rural areas, and to promote organic and sustainable farming practices, which have low chemical additives (low external inputs) and whose cultivation practices take into account local natural conditions; calls on the EU to support developing countries' demands to protect their food production and to protect their population from the potentially destructive effects of cheap imports; calls further for investments in research for agro-ecological farming methods and for the provision of public services so as to enable small farmers to convert to sustainable organic production,

It encourages farming methods which are compatible with the protection of the environment, environmental planning in farming practice, extensification, the conservation of farmed environments of high natural value and the upkeep of the landscape.

Attaches the utmost importance to restricting farming practices which are particularly detrimental to animal welfare, such as the force-feeding of geese and ducks in connection with the production of foie gras; calls for the recommendations on the protection of ducks and geese which were issued under the 1999 European Convention for the protection of animals kept for farming to be implemented;

Ensuring that animal keepers/ handlers as well as the general public are more involved and informed on current standards of animal protection and welfare and fully appreciate their role in promoting animal protection and welfare. In respect of farm animals for example this could include working with retailers and producers to facilitate improved consumer trust and awareness of current farming practices and thus more informed purchasing decisions, as well as developing common initiatives in the field of animal welfare to facilitate the exchange of information and the application of best practices.
4.
