The Rhineland. In the state of North Rhine-Westphalia this includes the government regions of Cologne (without the Oberbergisch district) and the following districts in the government region of Düsseldorf: Mettmann, Düsseldorf City, Rhine District of Neuss, Mönchengladbach City, Viersen, Krefeld City, Cleves District and Wesel District. LfM’s budget is essentially financed by the 2 % of the public service broadcasting licence fee collected in North Rhine-Westphalia in accordance with Section 40 read in conjunction with Section 55 of the State Broadcasting Treaty (Rundfunkstaatsvertrag), Sections 10 and 11 of the State Treaty on the Financing of Broadcasting (Rundfunkfinanzierungs-Staatsvertrag) and 116(1) of the Media Law of North Rhine-Westphalia (34).
