Proposed areas of intervention ►Improving and extending climate monitoring, forecasting, and information systems and the translation of collected data into effective preparedness measures, e.g. early-warning systems that benefit DRR strategies and other development policies. ►Strengthening regional capacity for climate-related DRR, including for information sharing, knowledge management, early warning, and contingency planning. ►Identifying measures to help disaster-prone developing countries implement the Hyogo Framework, including addressing underlying risk factors, building resilience and risk-sharing approaches (e.g. insurance schemes).

[In addition to the application of all regulatory control mechanisms, DG SANCO will devise an anti-fraud strategy in line with the Commission's anti-fraud strategy (CAFS) adopted on 24 June 2011 in order to ensure inter alia that its internal anti-fraud related controls are fully aligned with the CASF and that its fraud risk management approach is geared to identify fraud risk areas and adequate responses. Where necessary, networking groups and adequate IT tools dedicated to analysing fraud cases related to the financing implementing activities of the Veterinary Medicinal Products Regulation will be set up. In particular a series of measures will be put in place such as: - decisions, agreements and contracts resulting from the financing implementing activities of the Regulation will expressly entitle the Commission, including OLAF, and the Court of Auditors to conduct audits, on-the-spot checks and inspections; - during the evaluation phase of a call for proposals/tender, the proposers and tenderers are checked against the published exclusion criteria based on declarations and the Early Warning System (EWS); - the rules governing the eligibility of costs will be simplified in accordance with the provisions of the Financial Regulation; - regular training on issues related to fraud and irregularities is given to all staff involved in contract management as well as to auditors and controllers who verify the beneficiaries' declarations on the spot.

The Commission should assess the feasibility of extending the mandatory installation of tyre pressure monitoring systems, lane departure warning systems and advanced emergency braking systems to other categories of vehicle and, if appropriate, propose an amendment to this Regulation.

Recalls the Council Conclusions of December 2007 on the development and establishment of Early Warning Systems in the EU and on the establishment of an Early Warning System for tsunamis in the North East Atlantic and the Mediterranean region, and reaffirms the need for the Member States and the Commission to take forward initiatives to improve early warning systems and alert signals for disasters;

The Wallis report also supports the idea of an ‘early warning’ system, as proposed in the draft Constitution, which allows national parliaments to bring violations of subsidiarity to the attention of the Brussels institutions.
