The United Kingdom is taking part in this [INSTRUMENT], in accordance with Article 5(1) of Protocol No 19 on the Schengen acquis integrated into the framework of the European Union, annexed to the Treaty on European Union and to the Treaty on the Functioning of the European Union, and Article 8(2) of Council Decision 2000/365/EC of 29 May 2000 concerning the request of the United Kingdom of Great Britain and Northern Ireland to take part in some of the provisions of the Schengen acquis*.

23. Notes with satisfaction the progress made by Serbia, and in particular its unilateral implementation of the Interim Agreement; is of the opinion that such unilateral implementation, carried out against the background of the financial crisis, shows that country's commitment to moving forward on the path to membership of the Union; therefore urges the Council to decide on the ratification of the Interim Agreement without delay; requests Serbia to cooperate fully with the ICTY; welcomes in this respect the report, submitted on 4 June 2009, of the Chief Prosecutor of the ICTY, stating that Serbia has made additional progress in its cooperation with the ICTY; attaches importance to the fact that prosecutions are continuing in the War Crimes Chamber of the Belgrade District Court; welcomes the signing of the police protocol by the Serbian authorities with the European Union Rule of Law Mission in Kosovo (EULEX KOSOVO) and calls on Serbia to further step up its cooperation with EULEX KOSOVO, especially as regards EULEX KOSOVO's operations in northern Kosovo; regrets the call addressed by the Serbian authorities to the Kosovo Serbs for a boycott of the local elections on 15 November 2009 and urges them to adopt a constructive approach aimed at encouraging the active participation of the Kosovo Serb community in the Kosovo institutions;
23. relève avec satisfaction les progrès accomplis par la Serbie, en particulier la mise en œuvre unilatérale de l'accord intérimaire; est d'avis que cette application unilatérale, effectuée dans le contexte de la crise financière, montre bien l'engagement de ce pays à avancer sur la voie de l'adhésion à l'Union; demande donc instamment au Conseil de se prononcer sans délai sur la ratification de l'accord intérimaire; demande à la Serbie de coopérer pleinement avec le TPIY; se félicite à cet égard du rapport présenté le 4 juin 2009 par le procureur général du TPIY, dans lequel il affirme que la Serbie a accompli des progrès supplémentaires dans sa coopération avec le TPIY; considère important le fait que les poursuites continuent à la Chambre des crimes de guerre du tribunal de district de Belgrade; se félicite de la signature du protocole de coopération policière entre les autorités serbes et la mission "état de droit" de l'UE au Kosovo (EULEX KOSOVO) et appelle la Serbie à renforcer sa coopération avec EULEX KOSOVO, en particulier en ce qui concerne les opérations d'EULEX KOSOVO dans le nord du Kosovo; regrette l'appel au boycott des élections locales du 15 novembre 2009 lancé par les autorités serbes aux Serbes du Kosovo et les prie d'adopter une approche constructive visant à encourager la participation active de la communauté serbe du Kosovo aux institutions du Kosovo;

The London District Chiefs Council believes that the following list of issues should form an integral part of any legislation that attempts to recognize the self-governing powers of first nations in Canada: nation recognition legislation; membership issues controlled at the first nation level and not by the Indian Act or the First Nations Governance Act; fair land acquisitions in addition-to-reserve policies; matrimonial and property rights jurisdiction on first nations territories; aiming towards gradual dismantling of Indian and Northern Affairs Canada in favour of first nations governance and administration on first nations' terms; clarification of first nations as a separate level of governance with commensurate funding to ensure success that will give full effect to the original spirit and intent of our treaties.
