Carolyn Bennett: With regard to Aboriginal Affairs and Northern Development Canada and Health Canada, breaking down each response by First Nations or Inuit community: (a) what was the number of registered First Nations or Inuit clients with a prescription for OxyContin under the Non-Insured Health Benefit (NIHB) Program in each of the years from 2006 to 2012 inclusive; (b) how many requests for Suboxone treatment were received by NIHB after it was listed on December 7, 2011, and, of these (i) how many were granted, (ii) what was the reason given for requests that were refused, (iii) was an alternative treatment offered to those clients whose requests were refused, (iv) what measures were taken to measure the health outcomes of clients whose requests were refused; (c) is there a doctor, nurse or other health professional trained in drug treatment in the community; (d) is there a healing centre in the community, and, if not, what is the location of the closest or most-readily accessible healing centre; (e) what sort of culturally-appropriate psychosocial aftercare services are available in the community for clients who have completed a detoxification program; (f) did the government conduct evaluations of the level of substance abuse during the period 2006 to 2012, and, if so, (i) how has the rate changed over time, (ii) what is the extent of abuse of legally-obtained prescription drugs, (iii) what is the extent of abuse of illegally-obtained prescription drugs; (g) what was the amount of funding for drug prevention and drug treatment in each of the years from 2006 to 2012 inclusive, and what was the amount of funding dedicated specifically to prescription drug abuse, obtained both legally and illegally; and (h) what was the amount of funding for the National Native Alcohol and Drug Abuse Program in each of the years from 2006 to 2012 inclusive, and what was the amount spent on (i) prevention activities, (ii) intervention ac ...

Today, groups like the Shankill Women’s Centre, the Foyle Women’s Network and Training for Women are not only forging the way ahead in community relations in Northern Ireland, but are also giving women opportunities in the labour market through education and training.

On the other hand, it's perhaps so modest that it does raise some sovereignty protection implications, which the committee might like to address. In terms of possible measures we could take, I'll run through these very fast: additional land, sea, and air deployments from southern Canada; improved multi-agency data sharing and analysis; the creation of a modest, and I stress modest, northern training centre; the retention and upgrading of the Arcturus, Arctic sovereignty aircraft, or what was nominally supposed to be an Arctic sovereignty aircraft but is now scheduled to be disposed of; acquire a supplement to the Twin Otter aircraft currently stationed in Yellowknife; acquire and we're looking at naval options an ice-capable seabed operations vessel; explore a full range of space-based sensors, unmanned aerial vehicles, and subsurface surveillance systems, northern terrain vehicles; explore the utility of high-frequency surface wave radar in the north I believe Dr. Leggatt spoke to you about that and acknowledged that it had some potential utility, but there were limitations; and, in the longer term, continue to explore the potential for installing air-independent propulsion power plants on the four recently acquired submarines.

Infrastructure projects include the modernization of Newcastle and Teesside airport and electrification of a section of the London-Scotland (North) railway line, a business centre in Blackburn (North-West), development of the port of Ayr (Scotland), expansion of the National Exhibition Centre in Birmingham (West Midlands), a visitors' centre in Wales and vocational training institutions in Coleraine and Londonderry (Northern Ireland).

To achieve this mission and, in doing so, to deliver excellence at home, we are investing in personnel, training, equipment and infrastructure initiatives such as the Arctic offshore patrol ships; a berthing and refueling facility in Nanisivik; expansion and modernization of the Canadian Rangers; operations up in the North — Operation NANOOK and other northern sovereignty exercises — satellite-based communications and surveillance systems; and the Canadian Armed Forces Training Centre in Resolute, to name but a few.

A variety of important projects have been supported for cities in Objective 1 areas: in Seville the construction of the airport, the high- speed train station and the ring road, vital infrastructure which allowed the city to face the demands of EXPO '92; in Naples transport infrastructure to ease the congestion in the city centre; in Palermo a water purification centre to improve environmental conditions of the city; in Northern Ireland resources have been directed to regenerate a large area of Inner Belfast; in Athens over 300 MECU has been given towards the construction of the metro, of paramount importance to relieve the city from traffic congestion.
