This is why the obligation to provide specific information concerning a product by affixing certain specifications to the product or by appending documents to it constitutes a 'technical rule' for the purposes of this Regulation, whereas the obligation to provide mandatory labelling information and instructions for use at least in the language(s) of the area in which those products are to be marketed does not constitute a technical rule within the meaning of this Regulation.
