The high-level group on the benchmarking of national research policies, the mapping of scientific excellence in Europe and the networking of national research programmes continued its work in 2001 and examined the analyses carried out by the Commission and by the various expert groups.

To increase the productivity of European research while helping to structure collaboration on a continental scale action will have to be taken in this context to encourage the use of electronic networks in the various fields of research in European as well as national research programmes: development of databases and access to advanced Internet services; promotion of the production of multimedia content and interactive uses; support for new forms of electronic collaboration of researchers ahead of the emergence of real "virtual research institutes".
Pour augmenter la productivité de la recherche européenne tout en aidant à structurer la collaboration à l'échelle du continent, il s'agirait de stimuler dans ce contexte l'utilisation des réseaux électroniques dans les différents domaines de recherche, dans le cadre des programmes européens de recherche comme au niveau national : développement de bases de données et de l'accès aux services Internet avancés; stimulation de la production de contenus multimédias et des utilisations interactives; soutien aux nouveaux modes de collaboration électronique des chercheurs, préfigurant l'émergence de véritables "Instituts de recherche virtuels".

Since 1 November 2001 Europe has had a fully operational trans-European network (GEANT) running at 10 Gbps and interconnecting thirty-two National Research and Education Networks (NRENs).

GÉANT is managed and operated by a Cambridge-based non-profit company DANTE (Delivery of Advanced Network Technology to Europe) and supported by the Trans-European Research and Education Networking Association (TERENA) on behalf of National Research and Education Networks representing the 27 Member States of the EU, Croatia, FYROM, Iceland, Israel, Montenegro, Norway, Serbia, Switzerland and Turkey.

Support for research infrastructures in this programme should, where relevant, take into account existing or future mechanisms for a European approach to research infrastructures in Europe (e.g. National Research and Education Networks - NRENS and European Strategy Forum for Research Infrastructures), as well as the scientific advice of existing European and international organisations (e.g. European Science Foundation - ESF).
Les mesures de soutien aux infrastructures de recherche au titre du présent programme doivent tenir compte, le cas échéant, des mécanismes actuels ou futurs en faveur d'une approche européenne en ce qui concerne les infrastructures de recherche en Europe [par exemple, les réseaux nationaux pour la recherche et l'enseignement (NREN) et le Forum stratégique européen pour les infrastructures de recherche], ainsi que des avis scientifiques émanant d'organismes européens et internationaux existants (comme la Fondation européenne de la science - ESF).

The programme is aimed at the development of research facilities in the industrial sector in order to extend the science and technology network available to national industry to the south, along with support for public research facilities (national research council - NRC, national agency for nuclear energy, universities) and the creation of technology parks - this is the part covered by the ERDF - as well as the introduction of training activities in the field of research and the diffusion of new technologies - this is the ESF part.
