While all shipowners should have complied with this requirement by 31 December 2005, the Greek Government, in Document 1576 of 31 July 2006, put forward a draft presidential decree amending Presidential Decree 374/2002 (Official Gazette 321 A') regarding 'compliance by vessels with the provisions of paragraph 2 of Presidential Decree 400/1996 (Official Gazette 268 A')' and submitted the proposal to the Council of State, which ruled that the proposal regarding a two-year extension of the deadline contained in the draft presidential decree 'had not been tabled through the proper legal channels', revealing that the Greek Government was covering up for shipping companies polluting the marine environment and concealing the dangers to public health.

Or, celui-ci a considéré la proposition d’obtenir la prolongation supplémentaire de deux ans figurant dans ce projet de décret présidentiel comme non conforme à la loi, révélant ainsi que le gouvernement couvrait les compagnies maritimes coupables de polluer le milieu marin et occultait les dangers qu’elles représentent pour la santé publique.

I regret that the Council is still examining at state level what intermodal terminals should be included in the European combined transport network, and I am delighted by the change to the specific Project No 8 of the Annex relating to the ‘Lisbon-Valladolid motorway’, as it was formerly known, with its new name ‘the Portugal/Spain multimodal link with the rest of Europe’, for the management of rail, road, sea and air connections in the three Iberian corridors between Galicia and Portugal, between Portugal and Seville/Andalusia, and between Irún (in the Basque Country) and Portugal, which I hope will include the TGV high-speed train, and I also hope that financial aid will reach the so-called Basque ‘Y’, which, like any other railway line, generates not only economic advantages but also great environmental benefits.
Je regrette que le Conseil continue à envisager, au niveau étatique, d'inclure les terminaux intermodaux dans le réseau européen de transport combiné et je me réjouis de la modification du projet spécifique numéro 8 de l'annexe, relatif à "la liaison autoroutière Lisbonne-Valladolid", appelée à devenir la "liaison multimodale Portugal-Espagne avec le reste de l'Europe", pour la gestion des connexions ferroviaires, par route, maritimes et aériennes dans les trois corridors ibériques entre la Galice et le Portugal, entre le Portugal et Séville/Andalousie et entre Irún (au Pays basque) et le Portugal, qui inclura, je l'espère, le train à grande vitesse.

All European democrats in this House must join together to send a message to the Basque Country that it is time to put an end to the division and killing. It is time to share the Basque Country, Spain and Europe.
Il faut dire tout cela ici, haut et fort, pour que s'unissent les voix de tous les démocrates européens et que l'on sache au Pays basque que l'heure est non pas au départ, à la séparation ou aux assassinats mais que l'heure est au partage, au partage du Pays basque, au partage de l'Espagne, au partage de l'Europe.
