Given the increasing importance of online commerce and in particular cross-border trade as a pillar of Union economic activity, a properly functioning ADR infrastructure for consumer disputes and a properly integrated online dispute resolution (ODR) framework for consumer disputes arising from online transactions are necessary in order to achieve the Single Market Act’s aim of boosting citizens’ confidence in the internal market.

Agrees with the European Council on the need to create a European central alert system before the end of 2006 which could collect and analyse all the information needed to prevent cross-border crises (whether ensuing from natural causes or terrorists attacks); supports the Commission’s idea of creating an ARGUS system which could collect and diffuse this information online (also linked to the alarm network protecting critical infrastructures - CIWIN - along with the ENISA); considers it of primary importance that all the investment and research currently envisaged be co-ordinated, regardless of its source;

For example, Canada and the United States have committed to completing a border information flow architecture to enhance border technology and interoperability, as well as a border infrastructure compendium that compiles descriptive information on infrastructure needs for the busiest Canada-U.S. border ports of entry.
