In addition to complaining that the BSE crisis is a trade dispute and therefore a federal responsibility, Saskatchewan's Agriculture Minister also stated that the arrangement is unjust for Saskatchewan because it has almost half the country's arable land and 30 per cent of the beef cattle herd, but only a small percentage of the population to help fund support programs. This is in contrast to some of the other cattle producing provinces such as Alberta and Ontario.

The minister has authority to act under the Family Farm Protection Act, but seems intent on destruction, destroying the Canadian Wheat Board, eliminating the interest of farmers in the Grain Act, allowing the tender fruit plant in Ontario to die on the vine and missing in action on livestock, allowing beef and hog producers to face financial ruin.

The Government of Canada did not agree with this particular recommendation. Their reasoning was that disease eradication programs in livestock were not only for the public good, but for the good of the industry itself, and that historically, producer groups have agreed that the financial cost of an eradication program, such as presenting their cattle, was a worthwhile investment in the future of their industry and the protection of their families against animal disease.
