By Implementing Regulation (EU) No 443/2011 (3), following an anti-circumvention investigation, the Council extended the definitive anti-countervailing imposed by Regulation (EC) No 598/2009 to imports into the Union of biodiesel consigned from Canada, whether declared as originating in Canada or not, with the exception of those produced by the companies BIOX Corporation, Oakville and Rothsay Biodiesel, Guelph, Ontario, Canada.

Let me conclude by saying those who found the Conservative budget to be contrary to anything fundamental in terms of a civil society include the Caledon Institute of Social Policy, the Canadian Labour Congress, the Toronto mayor, the Climate Action Network, Greenpeace Canada, the Assembly of First Nations, the Native Women's Association of Canada, the Ontario Council of Agencies Serving Immigrants, the National Organization of Immigrant and Visible Minority Women, the Canadian Association of University Teachers, the Child Care Advocacy Association of Canada, Campaign 2000, which deals with poverty among children, and the list goes on.

Reiterates its concern regarding restrictions on Internet content, whether they apply to the dissemination or to the receipt of information, that are imposed by governments and are not in strict conformity with the guarantee of freedom of expression; in this respect, requests the Council and the Commission to draw up Community rules on trade with third countries concerning goods, including software, hardware and other similar items, the sole purpose of which is to conduct general surveillance activities and to restrict access to the Internet in a manner inconsistent with freedom of expression, and the import and export of such goods, with the exception of goods the sole purpose of which is the protection of children; considers that the same should apply as regards surveillance and/or military technology destined for countries which are systematic violators of human rights; calls also for concrete solutions to be found in order to prevent European businesses from providing those countries with personal data that may be used to violate such rights, particularly freedom of expression;

1. The Council hereby authorises, on an exceptional basis, the Member States to ratify or accede to the Convention on Jurisdiction, Applicable Law, Recognition, Enforcement and Co-operation in respect of Parental Responsibility and Measures for the Protection of Children, concluded on 19 October 1996, in the interest of the Community, subject to the conditions set out in the following Articles.

John Sarkozi, a resource teacher at Gimli High School, and Brian Thordarson, a resource and classroom teacher at Riverton Early-Middle Years School, were recently awarded the professionally recognized special educator certificate for special education teaching by the Council for Exceptional Children.
