And so the debates taking place today focus on two major issues: firstly, comitology, an ongoing debate within this House, but Parliament wished to implement policies settled rather by management committees or advisory committees which give the Commission some flexibility and which do not give the Council too much scope to obstruct and have their intergovernmental philosophy prevail over the Community philosophy which we are here to stand up for within the European Parliament.
Ainsi donc, les débats qui ont lieu aujourd’hui se focalisent sur deux grands sujets : premièrement , la comitologie, débat éternel au sein de notre Assemblée, mais notre Parlement a souhaité mettre en œuvre des politiques se soldant plutôt par des comités de gestion, des comités de consultation qui donnent à la Commission une certaine souplesse et qui ne donnent pas trop au Conseil la capacité de bloquer et de faire prévaloir, je dirais, la philosophie intergouvernementale par rapport à la philosophie communautaire, dont nous sommes garants, ici, au sein du Parlement européen.

I hope that the Commission will take note of our comments and concerns as we will be watching the development and operation of the new committee very closely. We hope that the links between the Committee on Fisheries of this House and the Advisory Committee will be effective in order to encourage a real strengthening of the social and industrial dialogue on fishing.
J'espère que la Commission prendra bonne note de nos remarques et préoccupations, car nous serons très attentifs à l'évolution et au fonctionnement du nouveau comité avec lequel nous espérons que la commission de la pêche du Parlement européen entretiendra de bonnes relations afin de favoriser un authentique renforcement du dialogue social et sectoriel dans le domaine de la pêche.
