Mr. Speaker, pursuant to Standing Order 34(1), I have the honour to present to the House, in both official languages, the report of the Canadian delegation of the Canada-Europe Parliamentary Association respecting its participation in the second part of the 2014 ordinary session of the Parliamentary Assembly of the Council of Europe, and its parliamentary mission to the Organisation for Economic Co-operation and Development, to the Holy See and Italy, the next country to hold the rotating presidency of the Council of the European Union, held in Strasbourg and Paris, France, and the Vatican and Rome, Italy, from April 7 to April 16.

Pursuant to Standing Order 34, the first report I have the honour to present to the House, in both official languages, is the report of the Canadian delegation of the Canada-Europe Parliamentary Association respecting its participation in a parliamentary mission to the Republic of Lithuania, the next country to hold the rotating presidency of the Council of Europe, the European Union and the European Parliament, held in Vilnius, Lithuania, and Brussels, Belgium, from April 3 to 9, 2013.

The statute of a new Assembly foresees a rotating Presidency and Bureau, as well as equal spread of seats between the EU and the 16 partner countries in order to guarantee a North-South balance.

(9) The efforts to modify the existing system of rotating Presidencies of the Council in order to raise the profile and enhance the consistency and continuity of its work have had somewhat mixed results: the Member States departed from the Convention's proposal, ultimately adopting the principle of equal rotation within a system of team Presidencies determined by a decision of the European Council, acting by a qualified majority, and it is not possible to make out in advance exactly what the real benefits of this will be.
(9) Les efforts pour modifier le système actuel des présidences tournantes du Conseil, de façon à assurer une plus grande visibilité et aussi la cohérence et la continuité de ses travaux, ont eu des résultats quelque peu mitigés: les États membres se sont en effet éloignés de la proposition de la Convention, en retenant finalement le principe d'une rotation égale à l'intérieur d'un système de présidence par équipes fixé par une décision du Conseil européen, qui décide à la majorité qualifiée, dont on ne peut pas prévoir à l'avance exactement les bénéfices réels.
