Member States shall adopt and implement flood risk management plans at the level of the river basin district, for the river basins, sub-basins and stretches of coastline identified under Article 5(1)(b) in accordance with paragraphs 4 and 5 of this Article, with Council Directive 79/409/EEC of 2 April 1979 on the conservation of wild birds and with Council Directive 92/43/EEC of 21 May 1992 on the conservation of natural habitats and of wild fauna and flora , and in accordance with the objectives laid down in Articles 1 and 4 of Directive 2000/60/EC .
