The Directive requires Member States to conduct personal interviews under conditions which allow applicants to present their claims in a comprehensive manner.
La directive impose aux États membres de mener les entretiens personnels dans des conditions qui permettent au demandeur d’exposer l’ensemble des motifs de sa demande.

In view of the fact that in certain Member States the only person qualified under national law to perform an interview with a potential subject is a medical doctor while in other Member States this is done by other professionals, it is appropriate to provide that the prior interview with a potential subject should be performed by a member of the investigating team qualified for this task under the national law of the Member State where the recruitment takes place.
Compte tenu du fait que, dans certains États membres, le médecin est la seule personne habilitée en droit national à procéder à un entretien avec un participant potentiel, tandis que, dans d'autres États membres, cet entretien est réalisé par d'autres professionnels, il convient de prévoir que l'entretien préalable avec le participant potentiel soit mené par un membre de l'équipe d'investigateurs remplissant les conditions requises pour cette tâche par le droit national de l'État membre où a lieu le recrutement.

1. The Member State carrying out the process of determining the Member State responsible under this Regulation, shall give applicants the opportunity of a personal interview with a qualified person under national law to conduct such an interview.
