Points out that mobility is a key factor in developing CCIs, allowing them as it does to expand beyond their local and regional settings and to access the broader EU and global marketplace; notes the importance, therefore, of EU initiatives such as the Town Twinning Programme and the Leonardo da Vinci Programme in facilitating such mobility; believes that the Commission could pay more attention to twinning arrangements between towns, municipalities and regions, which have for many years provided an excellent forum for cultural and creative cooperation and information exchange; calls on the Commission in cooperation with European associations of local and regional authorities to promote modern, high-quality twinning initiatives and exchanges that involve all parts of society, to work on removing legal and administrative barriers and supporting initiatives in order to encourage and improve the mobility of artists, works, and cultural practitioners;

Underlines that a peaceful and just settlement of the Middle East conflict is vital, and welcomes the fact that it will represent one of the most urgent priorities of the new US administration; asks the US administration to coordinate closely with the EU and engage in the Quartet; welcomes the early appointment of a US special envoy for the Middle East in the person of the former Senator George Mitchell; emphasises that both partners should strive for intensification of the negotiations based on the road map and the Annapolis Conference achievements, with the objective of a two-state solution; urges both partners to work closely together in order to help make the current fragile ceasefire in Gaza solid and durable, while involving the regional actors and contributing to the achievement of the goals of UN Security Council Resolution 1860 of 8 January 2009 (S/RES/1860(2009)), such as an immediate humanitarian relief for the population of Gaza and the assurance that illicit trafficking in arms and ammunition is prevented and the blockade of Gaza is lifted; calls on the transatlantic partners to support efforts for inter-Palestinian reconciliation, and points out the importance of improving the living conditions of Palestinians in both the West Bank and Gaza, including the reconstruction of Gaza;

Notwithstanding the first paragraph, Member States which on 1 July 2006 had in force national measures restricting or prohibiting the appointment of a proxy holder in the case of Article 10(3), second subparagraph, point (ii), shall bring into force the laws, regulations and administrative provisions necessary in order to comply with Article 10(3) as concerns such restriction or prohibition by 3 August 2012 at the latest.

to further develop national policies to stimulate inland waterway transport, taking into account the European Action Programme, and to encourage regional, local and port authorities and industries to do likewise; to strive for providing sufficient financial resources and incentives for the targeted implementation of the proposed measures, in particular through cost-effective national schemes for the support of inland navigation; to establish promotion centres for inland waterway transport and to provide appropriate political, practical and financial support from administrations and the inland navigation sector to safeguard support services on a continuous basis; to appoint national focal points according to the objectives of the European Action Programme in order to provide advice concerning legal requirements and administrative procedures; to contribute to the creation of a common framework for education and training standards, both regarding personnel on board - in particular focusing on managerial, technological, linguistic and nautical knowledge - as well as regarding the logistic chain through the integration of knowledge on inland navigation in logistics education programmes; to screen national and regional legislation for administrative and procedural requirements, which may constitute an unnecessary and inappropriate burden for the development of inland waterway transport; to develop spatial planning and economic policies at federal, regional and local levels to encourage waterside sites for logistics purposes; to actively pursue inland waterway transport and infrastructure projects that promote viable inland waterway transport services, including those projects interlinking Member States and supported by Community programmes such as TEN-T; to consider how national programmes and projects can contribute to the European Development Plan for improvement and maintenance of inland waterway infrastructure the Commission intends to create; to contribute ...
