On the basis of the reports by Mr Turco (2000 report on the Cohesion Fund) and Ms Scallon (2001 report), Parliament raised the question of the use made of the ex-post evaluation of projects already completed in the new programming phase and the training measures which the Commission could undertake to lay down criteria for ex-ante evaluation which would offer genuine uniformity across the Member States.

It monitors and evaluates the programme and must submit to the European Parliament and the Council an annual report on the implementation of the programme, an interim evaluation report (not later than 31 March 2011), a communication on the continuation of the programme (not later than 30 August 2012) and an ex-post evaluation report (not later than 31 December 2014).
La Commission contrôle et évalue le programme et présente ensuite au Parlement européen et au Conseil un bilan annuel de la mise en œuvre du programme, un rapport d'évaluation intermédiaire (au plus tard le 31 mars 2011), une communication sur la poursuite du programme (au plus tard le 30 août 2012) et un rapport d'évaluation du programme terminé (au plus tard le 31 décembre 2014).
