(8) The need to enhance the mechanisms for ensuring consistent regulatory practice in order to complete the internal market in electronic communications and services has been underlined by the findings of the Commission's reports of 20 February 2006 and of 29 March 2007 on the implementation of the 2002 regulatory framework and by the public consultation on the Communication of the Commission of 29 June 2006 to the Council, the European Parliament the European Economic and Social Committee and the Committee of the Regions on the Review of the EU Regulatory Framework for electronic communications networks and services.

(6) In line with the earlier recommendation that the political and parliamentary dialogue should be extended to the social, business and trade union sectors and to the academic and scientific community, support should be given for the establishment of the Joint Consultative Committee provided for in Article 52 of the agreement to assist the Joint Committee in promoting dialogue with civil society; at the same time, in accordance with Article 43 of the Agreement, in which the parties recognise the role and potential contribution of organised civil society in the cooperation process and agree to promote effective dialogue with it, efforts shall be encouraged to devise formulas to enable civil society to take part in the framing of strategies for cooperation between the two regions.

Concerning the Community financial contribution, concerns have been expressed to the rapporteur by the Consultative Committee for the Euratom specific research and training programme in the field of nuclear energy (Fusion), CCE-FU. According to CCE-FU, which represents all the Associations working on fusion at EU level, the Community should provide a general support to the Associations within the integrated European fusion programme, at a rate as close as possible to 25% (as it was under FP5), in order to maintain an adequate level of fusion work in the Associations, as recommended by the European Parliament in its resolution on the Euratom FP6.
Il a été fait part au rapporteur du comité consultatif d'Euratom pour le programme de recherche et de formation spécifique dans le domaine nucléaire (fusion), CCE-FU, qui représente toutes les associations actives dans le domaine de la fusion au niveau communautaire, de préoccupations concernant la contribution financière de la Communauté: afin de maintenir un niveau approprié de travail dans le domaine de la fusion, la Communauté devrait accorder aux associations une aide générale aussi proche que possible de 25 % (comme c'était la cas avec le 5ème PC) comme le recommande le Parlement dans sa résolution sur le 6ème PC Euratom.
