I want to ask the hon. member, who is a member of the most corrupt government in Canadian history, if he believes that this bill would have been possible without the sponsorship scandal and the pressure exerted by the opposition, particularly in terms of the independent commissioner (1655) [English] Mr. Ken Boshcoff: Mr. Speaker, in the spirit of cooperation the committee to a large extent tried to avoid that type of invective.
