It proposed to ensure that the full migration agenda is taken forward in the dialogue within the context of current and future Association, Co-operation or equivalent agreements, including the root causes of migration and the possibilities to address these in a comprehensive manner, the Community legal migration policy, the joint management of migration flows, including visa policy, border control, asylum, readmission and counteracting illegal migration, and the integration of legal migrants living and working in the EU.
