Notes that energy reporting obligations as part of a framework are essential to evaluate the progress and implementation of existing energy efficiency legislation; regrets, however, the excessive energy reporting obligations imposed, also by gold-plating by Member States, on businesses, energy producers, consumers and public authorities, which limit the potential for growth and innovation; stresses that reporting duties should wherever possible be simplified in order to reduce administrative burdens and costs; criticises the fact that data obtained in reporting are often not comparable across the EU due to different breakdowns, methodologies and standards; calls on the Commission to reduce, including through digital solutions, the administrative burden related to reporting obligations and to establish more guidelines on data comparability for better data evaluation; calls for aligning energy demand projections in line with cost-effective saving potential in key sectors, and believes that cutting red tape will speed up the implementation of energy efficiency measures; notes that applying the ‘energy efficiency first’ principle requires reviewing energy planning and reporting and improving policy coherence in order to ensure their mutual reinforcement, recognising that saving energy is Europe’s first and most secure source of energy; notes that energy efficiency can be the best energy ‘source’ investment, improving affordability of energy, driving down the need for additional and costly supply-side infrastructure and helping tackle climate change.
fait observer que les obligations de déclaration font partie d'un cadre et sont essentielles pour évaluer le progrès et la mise en œuvre de la législation actuelle de l'Union en matière d'efficacité énergétique; regrette néanmoins les obligations de déclaration excessives imposées, notamment par une surrèglementation des États membres, aux entreprises, aux producteurs d'énergie, aux consommateurs et aux administrations publiques dans le domaine de l'énergie, qui limitent le potentiel de croissance et d'innovation; souligne que les obligations en matière d’information doivent, dans la mesure du possible, être simplifié afin de réduire la charge administrative et les coûts; regrette que les données obtenues à partir des déclarations ne soient souvent pas comparables dans toute l'Union, compte tenu des différentes répartitions, méthodes et normes en vigueur; invite la Commission à réduire, notamment grâce à des solutions numériques, la charge administrative découlant des obligations de déclaration et à élaborer de nouvelles lignes directrices sur la comparabilité des données en vue d'une meilleure évaluation des données; demande que les prévisions de demande d'énergie soient conformes au potentiel d'économies rentables dans les secteurs clés et estime que la réduction de la charge administrative accélérera la mise en œuvre des mesures d'efficacité énergétique; fait observer que l'application du principe «efficacité énergétique en premier» exige de réviser la planification et les obligations de déclaration énergétiques et la cohérence de la politique pour assurer leur renforcement mutuel, en reconnaissant que les économies d'énergie constituent la première et la plus sûre source d'énergie de l'Europe; note que l'efficacité énergétique peut constituer le meilleur investissement en matière de «source» énergétique, améliore ainsi l'accès à l'énergie à un coût abordable, réduit la nécessité d'infrastructures d'approvisionnement supplémentaires et coûteuses et contrib ...

As regards point (c), in order to avoid misinterpretations and unnecessary administrative costs and burden, the whole of Title V should apply from 1 January 2015 except as regards the application of the sCMO Regulation. Currently, the text of Art. 115(c) provides that only Chapter II of Title V (i.e. IACS) would apply from 1 January 2015, but other provisions, such as Art. 60-67 on general principles on checks, would apply already in 2014.As regards point (d), to make it possible to compare data and results, the monitoring and evaluation of the CAP (Art. 110) should apply from 16 October 2015 (i.e. after the CAP reform).As regards the transparency provisions (Art. 110a - 110d), Art. 110c of HZ Regulation states that the farmers have to be informed about the publication of their names, municipalities, support amounts etc.
