In its resolution of 20 April 2012 on the review of the 6th Environment Action Programme and the setting of priorities for the 7th Environment Action Programme – A better environment for a better life the European Parliament emphasised that the Environmental Action Programmes contribute to ensuring the necessary coordination among the various Union policies and considered that, in the coming decade, it will be even more crucial to address environmental issues with a more coherent and integrated approach that takes into account the links between them and that fills the remaining gaps, as otherwise irreversible damage may be caused.

(5a) The European Parliament in its resolution of 20 April 2012 on the review of the 6th Environment Action Programme and the setting of priorities for the 7th Environment Action Programme – A better environment for a better life highlighted three priorities on which to base the new programme, namely implementation and strengthening, integration, and the international dimension.

The initiatives and strategies which have been developed over the last thirty years are not being properly implemented, or are not being implemented at all. This situation is due not only to the limited funding available but also the low political priority given to the environment, the lack of inclusive environmental governance, and the limited public awareness of the issues at stake.
