Also part of the whole process are technological innovation, R D policy, cooperation with scientific institutes and research centres, ongoing improvement of human resources training and the search for new and improved ways of presenting the product (more environment-friendly packaging, labelling providing the consumer with information that is as extensive and as accurate as possible) - in short, we are talking about investment in quality, indeed in 'total quality'. The aim is not merely to ensure the quality of the products per se, but to integrate quality into all the processes, the technical and human resources, management and organization - into the enterprise as whole.

Calls on the Member States actively to foster measures to encourage self-employment and the establishment of SMEs (in the industrial, craft or trade sectors), particularly in areas involving innovative work; calls, therefore, for practical measures to support investment in these areas, facilitate access to risk capital by involving public and private financing bodies, introduce ad hoc consultation and training arrangements for the acquisition of the requisite skills, to provide an impetus for changing to a new organization of the learning process centred on communication and interaction between and within undertakings and between training and further training organizations and undertakings and research institutions, and to simplify legal and administrative procedures, without, however, abandoning high health protection and safety standards at the workplace;

Firstly, this loan will go towards the construction of an organic urban waste processing facility in the communes of Sequedin and Loos, west of Lille city centre, and a sorting plant for the recycling of separately collected glass, paper and board, metal and plastic waste (45 000 tonnes/year) in the communes of Loos and Lille.
Ce prêt sera consacré tout d’abord à la construction d’un centre de valorisation des déchets organiques urbains (CVO) sur le territoire des communes de Sequedin et Loos, à l’ouest du centre-ville de Lille, et d’un centre de tri pour le recyclage des déchets issus de la collecte sélective de verre, de papiers-cartons, de métaux et de plastique (45 000 t/an), sur le territoire des communes de Loos et de Lille.
