Three international conventions on illicit drugs cover cannabis, cocaine, heroin, other psychoactive substances and their precursors: the Single Convention on Narcotic Drugs, 1961,(17) the Convention on Psychotropic Substances, 1971,(18) and the United Nations Convention against the Illicit Traffic in Narcotic Drugs and Psychotropic Substances, 1988 (Vienna Convention) (19) The Single Convention limits the production and trade in prohibited substances to the quantity needed to meet the medical and scientific needs of the state parties.
