On the question of why I am saying that Canadian values systems are not always relevant to Asian cultures and then advocate infiltrating quietly through local institutions, I tried to say, and apparently was not very clear, that I think we should be emphasizing what I call " universal values" such as the acceptance of the rule of law, the free flow of information, and certain basic rights such as the right to a fair trial.
