In the coming months the European Commission intends to adopt a new package of measures, the so-called 4th railway package, to open domestic passenger rail markets to competition, to reduce the time-to-market of the rolling stock (through a strengthening of the role of European Railways Agency) and to improve the governance of railway infrastructure (to reinforce efficiency of railway operations and improve competition).

Brussels, 26 January 2012 - The European Commission has decided today to refer Bulgaria to the European Court of Justice for having failed to implement correctly different parts of the legislation known as the first railway package. This concerns the implementation of the provisions on charges which railway undertakings have to pay for access to the infrastructure.

The Council and the European Parliament, meeting today in the Conciliation Committee , reached agreement on the four legislative proposals of the so-called "2nd railway package", regarding interoperability, safety and development of the European railway sector as well as a European Railway Agency.
