Calls on the Commission to evaluate the strategic and political implications for Afghanistan and the broader region of the recent disastrous floods in Pakistan, and to take every necessary step to assist the affected population of the country and the Afghan refugees whose camps were overwhelmed by the flooding;

For this purpose, specific common Union resettlement priorities for 2013, as listed in the Annex added to Decision No 573/2007/EC of the European Parliament and of the Council (2) by this Decision, are to be established on the basis of two categories, the first of which should include persons belonging to a specific category falling within the United Nations High Commissioner for Refugees (UNHCR) resettlement criteria, and the second one should include persons from a country or region which has been identified in the UNHCR annual resettlement forecast and where common action by the Union would have a significant impact in addressing protection needs.

9. The High Commissioner also called for new agreements, as part of the Convention Plus initiative, to supplement the Refugee Convention and help protect refugees and achieve durable solutions in regions of origin.
9. Le Haut Commissaire a également plaidé en faveur de nouveaux accords dans le cadre de l'initiative Convention Plus afin de compléter la convention sur les réfugiés et d'aider à protéger ces derniers, ainsi que de parvenir à des solutions durables dans les régions d'origine.

An action of this kind will be envisaged in particular, after obtaining the opinion of the United Nations High Commissioner for Refugees, if help and adequate protection are not available in the region of origin or if the European Union is so close to the region concerned that it could itself be considered as belonging to the region of origin.
