In its 2005 Communication ‘ A stronger partnership between the European Union and Latin America’, the Commission sought to strengthen the bi-regional political and policy dialogue in a number of important areas. Its main objectives — which remain the EU’s current strategic policy priorities — are to: promote regional integration and negotiations to establish Association Agreements with sub-regions in Latin America; steer development cooperation towards the reduction of poverty and social inequality and improve educational levels.
Dans la communication intitulée « Un partenariat renforcé entre l ’ Union européenne et l ’ Amérique latine » publiée en 2005, la Commission a cherché à consolider le dialogue politique et stratégique birégional dans plusieurs domaines clés. Ses principaux objectifs – qui demeurent les priorités politiques stratégiques actuelles de l’UE - sont les suivants: encourager l’intégration régionale et les négociations d’accords d’association avec les sous-régions d’Amérique latine, axer la coopération au développement sur la réduction de la pauvreté et des inégalités sociales et améliorer les niveaux d’instruction.

The Communication assesses the state of play of the Strategic Partnership with regard to Latin America and the results of the Commission’s strategy for Latin America, as outlined in its 2005 Communication ‘ A stronger partnership between the European Union and Latin America’[2].
La présente communication fait le point sur le partenariat stratégique avec l’Amérique latine et sur les résultats de la stratégie que la Commission a adoptée pour cette région du monde, et qu’elle a exposée dans sa communication de 2005 intitulée « Un partenariat renforcé entre l'Union européenne et l'Amérique latine »[2].

The Communication also addresses the bi-regional challenges posed by the global economic and financial crisis (hereafter ‘the crisis’), climate change and other topics that have risen up the political agenda in the bi-regional relationship, as far as Latin America is concerned, notably migration.
La communication se penche également sur les défis que posent pour les deux régions la crise économique et financière mondiale (ci-après «la crise»), le changement climatique, ainsi que d’autres questions qui, au niveau des relations birégionales, ont gagné en importance sur la scène politique en ce qui concerne l’Amérique latine, notamment la migration.

The regional strategy paper for Latin America identifies social cohesion, regional integration and strengthening mutual understanding as the priority areas for cooperation between that region and the European Union in 2007-2013 and sets out the regional indicative programme for the period 2007-2010.

Points out that the agreements adopted within the WTO and the bilateral agreements under negotiation with certain Latin American countries have consequences for the vulnerable economies of the outermost regions because of the similarities between their agricultural sectors and those on the Latin American continent; supports therefore the approach under which, in trade relations between the EU and Latin America, the strategic and traditional sectors of the outermost regions are preserved and are the subject of both appropriate compensation and particular attention in order not to undermine the obligations that the EU adopted towards these regions in its European strategy for the outermost regions in 2009;

Community assistance to Latin America shall support actions consistent with Article 5 and with the overall purpose and scope, objectives and general principles of this Regulation.

In addition to the contributions from the Member States, since 1996 the European Community budget for Latin America has totalled more than EUR 500 million [3] per year.

The Commission would also like to discuss with the Latin American partners the advisability of a regional integration strategy for the whole of Latin America.
