In view of the recent accounting scandals, special emphasis will be placed on the audit committee (or equivalent body), with a view to fostering the key role it should play in supervising the audit function, both in its external aspects (selecting the external auditor for appointment by shareholders, monitoring the relationship with the external auditor including non-audit fees if any) and its internal aspects (reviewing the accounting policies, and monitoring the internal audit procedures and the company's risk management system) [18].

Notes that the Commission’s Internal Audit Service (IAS), together with the Office’s Internal Audit Function, carried out a full risk assessment in 2013 with regard to the organisation’s process landscape, covering administrative, financial, IT and operational dimensions of the Office’s activities; acknowledges that following the audit, the report on the outcome of the risk assessment exercise, including a “Strategic Internal Audit Plan 2014 – 2016”, was presented to the Office’s Management Board; the report identified recruitment, stakeholder management, procurement and data management including information security as the following audit topics;

Acknowledges from the Agency that in 2012 the Commission’s Internal Audit Service (IAS) carried out an operation audit on planning and budgeting in the Agency, as well as a follow-up audit on the recommendations concerning internal control standards, the provision of scientific advice, human resources management, the 2010 follow-up audit and operational business continuity in the Agency audits; notes that the audit on planning and budgeting identified strengths as regards revenue forecasting and monitoring and raised seven recommendations, two of which were rated as "very important" and five as "important"; acknowledges that all recommendations were accepted by the management and that the Agency prepared an action plan which the IAS considered to be adequate; notes that the follow-up concluded that three recommendations from the previous audits remain open, one of which was downgraded to ‘important’;

Considers that the audit committee created by the European Food Safety Authority in 2006 plays an important role in assisting the Management Board by ensuring that the work of the Commission's Internal Audit Service and the internal audit capabilities of the Authority is properly carried out and duly taken into consideration by the Management Board and the Executive Director; believes, therefore, that this audit committee within the Authority might serve as an example to other agencies;
