The Union’s information provision and promotion measures relating to wine under the CAP represent one of the landmarks of the aid programmes available to the wine sector.

The wine sector therefore represents a vital economic activity in terms of employment and export revenue.

In the light of the experience gained it is therefore appropriate fundamentally to change the Community regime applying to the wine sector with a view to achieving the following objectives: increasing the competitiveness of the Community's wine producers; strengthening the reputation of Community quality wine as the best in the world; recovering old markets and winning new ones in the Community and worldwide; creating a wine regime that operates through clear, simple and effective rules that balance supply and demand; creating a wine regime that preserves the best traditions of Community wine production, reinforcing the social fabric of many rural areas, and ensuring that all production respects the environment.
À la lumière de l'expérience acquise, il est donc opportun de modifier fondamentalement le régime communautaire applicable au secteur vitivinicole en vue d'atteindre les objectifs suivants: renforcer la compétitivité des producteurs de vin de la Communauté; asseoir la réputation de meilleurs vins du monde dont jouissent les vins de qualité de la Communauté; reconquérir les anciens marchés et en gagner de nouveaux dans la Communauté et dans le monde; établir un régime vitivinicole fonctionnant sur la base de règles claires, simples et efficaces permettant d'équilibrer l'offre et la demande; établir un régime vitivinicole qui préserve les meilleures traditions de la production vitivinicole communautaire, qui renforce le tissu social dans de nombreuses zones rurales et qui garantisse que l'ensemble de la production respecte l'environnement.

The wine sector in the EU represents a vital economic activity, especially as regards employment and export revenue.
Le secteur vitivinicole de l’Union représente une activité économique vitale, notamment pour l’emploi et les recettes d’exportation.

– improving the flexibility of the labelling policy, in taking into account the WTO policies, by: 1) removing the distinction between the rules on labelling wines with and without GIs, most importantly facilitating the indication of vine variety and vintage on wines without GI status, in order to allow EU wine producers to market “new world” type wines (i.e. single vine variety), and thereby put EU wine producers on an equal footing with external competitors, 2) maintaining and improving the traditional terms system, 3) adapting the policy on trademarks, 4) amending the language rules in the wine sector to allow more flexibility on the use of languages, 5) ensuring health and consumer information and protection, 6) fully informing the consumer of the origin of the product through appropriate labelling rules on traceability and 7) allowing to inform consumers on the environmental aspects of production practices.

However, point D.2 of that Annex provides that, until 31 August 2005 at the latest, in the case of a traditional practice governed by special provisions of the Member State of production, that Member State may permit on certain conditions, by means of express authorisations and subject to suitable controls, that a quality sparkling wine psr be obtained by adding to the basic product from which the wine is made one or more wine-sector products which do not originate in the specified region whose name the wine bears.
Toutefois, conformément au point D.2 de ladite annexe, lorsqu’il s’agit d’une pratique traditionnelle réglée par des dispositions particulières de l’État membre producteur, cet État membre peut permettre, sous certaines conditions, jusqu’au 31 août 2005 au plus tard, par des autorisations expresses et sous réserve d’un contrôle approprié, qu’un vin mousseux de qualité produit dans les régions déterminées (v.m.q.p.r.d.) soit obtenu en corrigeant le produit de base de ce vin par l’adjonction d’un ou de plusieurs produits vitivinicoles non originaires de la région déterminée dont ce vin porte le nom.

(14) To ensure the traceability and control of wine sector products, certain particulars on the labelling should be repeated in registers and on the accompanying documents, provided for by Commission Regualtion (EC) No 884/2001 of 24 April 2001 laying down detailed rules of application concerning the documents accompanying the carriage of wine products and the records to be kept in the wine sector(16).
(14) Dans un souci de traçabilité et de contrôle des produits vitivinicoles, il convient de prévoir la répétition de certains éléments de l'étiquetage dans les registres et dans les documents d'accompagnement prévus par le règlement (CE) n° 884/2001 de la Commission du 24 avril 2001 portant modalités d'application relatives aux documents accompagnant les transports des produits vitivinicoles et aux registres à tenir dans le secteur vitivinicole(16).

In the interests of both economic operators in the Community and the authorities responsible for applying Community rules, all those provisions should be brought together in a single text, and the Commission Regulations regarding subjects now covered by this Regulation should be repealed, namely: Regulation (EEC) No 3388/81 of 27 November 1981 laying down special detailed rules in respect of import and export licences in the wine sector , as last amended by Regulation (EC) No 2739/1999 ; Regulation (EEC) No 3389/81 of 27 November 1981 laying down detailed rules for export refunds in the wine sector , as last amended by Regulation (EC) No 2730/95 ; Regulation (EEC) No 3590/85 of 18 December 1985 on the certificate and analysis report required for the importation of wine, grape juice and grape must , as last amended by Regulation (EC) No 960/98 ; Regulation (EC) No 1685/95 of 11 July 1995 on arrangements for issuing export licences for wine sector products and amending Regulation (EEC) No 3388/81 laying down special detailed rules in respect of import and export licences in the wine sector , as last amended by Regulation (EC) No 2512/2000 ; and Regulation (EC) No 1281/1999 of 18 June 1999 laying down detailed rules implementing the entry price arrangements for grape juice and musts .
