Provision should be made in particular as regards the establishment of reference amounts per eligible farmer, the allocation of payment entitlements and the calculation of the increase of their value as well as regarding the control of the programmes by the Member States which should follow those laid down for the allocation of amounts from the national reserve in the interests of coherence.

In the short term it is vital to boost detection and exchange/act on information more, by putting into practice new legal instruments such as Council Regulation (EC) No 515/97 of 13 March 1997, on mutual assistance between the administrative authorities of the Member States and cooperation between the latter and the Commission to ensure the correct application of the law on customs and agricultural matters (9); Council Regulation (Euratom, EC) No 2185/96 of 11 November 1996, concerning on-the-spot checks and inspections carried out by the Commission in order to protect the European Communities' financial interests against fraud and other irregularities (10); Council Regulation (EC, Euratom) No 2988/95 of 18 December 1995, on the protection of the European Communities' financial interests, which sets out administrative measures and penalties for irregularities with regard to Community law (11), and the CIS Convention on the use of information technology for customs purposes (12), which should be ratified with a view to cracking down on serious transit fraud.
6.6. Dans l'immédiat il est indispensable de renforcer la détection, l'échange et l'exploitation de l'information grâce à la mise en oeuvre des nouveaux instruments que constituent en particulier le règlement (CE) n° 515/97 du Conseil, du 13 mars 1997, relatif à l'assistance mutuelle entre les autorités administratives des États membres et à la collaboration entre celles-ci et la Commission en vue d'assurer la bonne application des réglementations douanière et agricole (9), le règlement (Euratom, CE) n° 2185/96 du Conseil, du 11 novembre 1996, relatif aux contrôles et vérifications sur place par la Commission pour la protection des intérêts financiers des Communautés européennes contre les grandes et autres irrégularités (10) et le règlement (CE, Euratom) n° 2988/95 du Conseil, du 18 décembre 1995, relatif à la protection des intérêts financiers des Communautés européennes (11) et définissant à cette fin une politique de sanctions administratives portant sur des irrégularités au regard du droit communautaire, ainsi que la convention SID (système d'information douanier) (12), sur l'emploi de l'informatique dans le domaine des douanes, qui devrait être ratifiée dans l'optique d'une politique de pénalisation accrue des fraudes graves au régime du transit.
